Frequently asked questions

Question 1

What exactly do you guarantee?

Accepted Answer

Seven dated commitments within the first 100 days that the municipality can decide on its own, with no new spending: a register of councillors’ interests, a citizen budget, traceable land decisions, published public contracts, an audit of every school, a service charter and a public dashboard. If one is not met by its date, within 30 days we publish what blocked it, who is responsible and the new deadline.

Question 2

What is a firm commitment?

Accepted Answer

A proposal the municipality can decide and organise on its own. The programme sorts the 39 proposals into three circles: what the municipality will do alone (firm commitments), what it will secure with partners, and what it will defend before the State. No promise is made beyond the municipality’s powers.

Question 3

Who carries the programme?

Accepted Answer

A team of leads by field: health, local finance, urban planning and sanitation, fisheries, youth and employment, local government law, education, digital services. Each profile lists the proposals it carries. Leads are introduced as they are appointed; until a post is filled it is shown as “to be announced”.

Question 4

Are all the proposals already funded?

Accepted Answer

The seven commitments of the 100-day pact require no new spending. The other proposals show their circle and status: those that need shared funding or a State decision are never presented as settled, and their costing is published before any commitment.

Question 5

Why use departmental or national figures?

Accepted Answer

They provide context when municipal data does not exist. The site always states the scope and never presents them as figures specific to Joal-Fadiouth.

Question 6

Can the municipality do everything?

Accepted Answer

No. Some actions fall directly to the municipality; others require the State, the department, an operator or a partner. Every proposal states the level of responsibility.

Question 7

How will an error be corrected?

Accepted Answer

The corrections centre publishes the original information, the correction, the date, the cause and the pages changed. Significant versions remain archived.

Question 8

Can my health data be used?

Accepted Answer

Not in the political database. Health studies must use aggregated or anonymised data, within a separate framework and with the necessary authorisations.

Question 9

How can I offer my expertise?

Accepted Answer

The Join area lets you voluntarily state a field of expertise, your availability and a way to reach you. It does not ask for unnecessary sensitive data.
